Resorts World faces violations from the Nevada Gaming Control Board

Key Facts:

  • Resorts World Las Vegas faces 12 charges by Nevada Gaming Control Board
  • Disciplinary complaint alleges casino associated with organized crime members
  • Casino has until Dec. 9 to respond to allegations
  • Infamous California bookie with ties to illegal bookmaking at center of allegations

A California gambler named Mathew Bowyer is alleged to have laundered money acquired by illegal bookmaking at the Resorts World Las Vegas casino. A 31-page report makes 12 charges against the casino, which is owned by the Genting Group, based in Malaysia.

Bowyer was thrust into the headlines earlier in 2024 when it was alleged that he handled illegal bets placed by Ippei Mizuhara, the former interpreter for Los Angeles Dodgers star Shohei Ohtani. It’s alleged that Mizuhara stole millions from the National League MVP to pay gambling debts to Bowyer.

Possible Penalties for Resorts World

The Nevada Gaming Commission could take several steps against RWLV if it finds wrongdoing. Actions include a rescinding of its gaming licence, monetary fines, or possibly even temporarily closing the venue to gaming.

Resorts World Las Vegas has been under a cloud of controversy for some time, in part because of the company it keeps. In 2023, Resorts World Las Vegas Chief Operating Officer Scott Sibella was fired when it was alleged he allowed persons with known ties to organized crime into the casino resort. In May of 2024, Sibella pled guilty to anti-money laundering charges stemming from his tenure with the MGM Grand casino in Las Vegas.

This negative publicity comes at a time when Resorts World Las Vegas is experiencing steep declines in revenue. In the third quarter of 2024, the company reported an 18% decrease in revenue. EBITDA plunged by $34 million in that period compared to Q2 of 2024, a startling 68% decline.

No schedule has been posted for a public hearing on the allegations against Resorts World Las Vegas by the NGCB, per its website. The three-person NGCB has asked the NGC to act against Resorts World Las Vegas. The company can request a hearing on the allegations and defend its position, but must respond formally by Dec. 9.
