Brazil’s Prizes and Betting Secretariat of the Ministry of Finance (also known as SPA) has published its gambling regulatory agenda for 2025-26. It lists a total of 13 key points that SPA will focus on regulating throughout this year and next.
This is the second time that SPA has released an agenda document. The first time it did this was in 2024, and it covered points such as determining regulation for fixed-odds lottery betting modality.
While the SPA regulates gambling in Brazil, it also works with the RFB (Special Department of Federal Revenue) to track the gambling industry’s actions related to tax.
The lottery betting regulation paved the way for Brazil to establish its fully regulated fixed-odds betting market, which launched on January 1st, 2025. The second agenda builds on some of the points raised in the first one.
Key Points in the New Agenda
SPA came up with the points in the agenda by holding a public consultation from February to March 2025. Over 200 initiatives were highlighted; most of these came from the Participa + Brazil platform, while others came from a public audience.
One of the main points in the agenda is the creation of a database that would keep track of who’s been excluded from Brazil’s fixed-odds betting market. This would include those who have been banned and those who have voluntarily self-excluded due to gambling-related problems.
The aim of it is to bring people who have been excluded together in one place. As well as people who have been banned and blocked themselves from gambling sites, the database would include athletes and SPA staff tasked with overseeing the regulation of fixed-odds betting.
As well as setting up the database, the agenda puts a greater focus on services that are available to help people experiencing problems related to gambling. In fact, SPA now prioritises this ahead of making improvements to the currently used inspection process.
Where Does Gambling Regulation in Brazil Go from Here?
The agenda shows that SPA is serious about tracking gambling trends and making any necessary improvements to help deal with gambling problems throughout Brazil. The fact that members of the public have been involved confirms that SPA’s is keen to help the wider public.
Throughout 2025 and into 2026, some key changes and updates will no doubt be made to improve gambling regulation in Brazil. It’s not certain what the full list of these will be, nor is it sure when things such as the database will be launched.
